The Yoga-Sutra 3.31, English translation with Commentaries. The Yogasutra of Patanjali represents a collection of aphorisms dealing with spiritual topics such as meditation, absorption, Siddhis (yogic powers) and final liberation (Moksha). The Raja-Martanda is officialy classified as a Vritti (gloss) which means its explanatory in nature, as opposed to being a discursive commentary.

Firmness of the mind is acquired by performing Saṃyama with reference to the tube, called the “tortoise” (kūrma), which is situated below the throat-well. The meaningis—that on the mind entering that spot there happens no vacillation, in other words, such a firmness of the body is produced that no one can cause it to shake.
