Sanskrit text, Unicode transliteration and English translation of Text 28:
द्वयोर्गुरुत्वं रसवत्त्वं च ॥ २८ ॥
dvayorgurutvaṃ rasavattvaṃ ca || 28 ||
Text (28):—To the two, the character of having gravity and taste.—(II-i-1, 2; V-i-7, 18 V-ii-3).
Commentary: The Nyāyakandalī of Śrīdhara.

Ths ‘two’ e.g. Earth and Water in as much as these alone have gravity they are spoken of as ‘heavy.’
The ‘ca’ means that it is common to them, along with the quality of having Taste.
