The Garga-samhita Verse 6.7.36, English translation, including word-by-word: This text represents a Vaishnava scripture which narrates the life Krishna, It was composed in seventeen cantos by Garga Muni: an ancient sage and priest of the Yadu dynasty having. This is verse 6 of Chapter 7 (The Marriage of Shri Rukmini) of Canto 6 (dvaraka-khanda).

वायोर् घनावलिर् इव
वशे यस्याखिलं जगत्
तं कालम् ईश्वरं विद्धि
विष्णुं कलयतां प्रभुम्

vāyor ghanāvalir iva
vaśe yasyākhilaṃ jagat
taṃ kālam īśvaraṃ viddhi
viṣṇuṃ kalayatāṃ prabhum

vāyoḥ—of the wind; ghanāvaliḥ—the clouds; iva—like; vaśe—under the control; yasya—of which; akhilam—all; jagatthe universe; tam—that; kālamtime; īśvaram—the controller; viddhi—please know; viṣṇum—Lord Viṣṇu; kalayatām—of controller; prabhum—the master.

English translation of verse 6.7.36:

"As clouds are under the control of the wind, so this entire universe is under the control of time. Please know that time is really Lord Viṣṇu, the supreme controller, the master of all masters.
