Then all the Tathāgatas uttered this meaningful expression which is said to consecrate spontaneously all the limbs as the maṇḍala. [1] ...

[Commentary (276.6-294.5):]

The second branch (of the maṇḍala of contemplation, see p. 688) concerns the maṇḍala-array of the seals or hand-emblems of buddha-body. It has two parts—an abbreviated teaching on the emanation of this maṇḍala and a detailed exegesis of its nature.

[The former (276.6-277.2, comments on Ch. 8.1):]

Once the maṇḍala of the secret mantras had been revealed, then all the Tathāgatas (de-nas de-bzhin gshegs-pa thams-cad-kyis) uttered this meaningful expression which is said to consecrate (byin-gyis rlob-pa zhes-bya-ba 'di cned-du brjod-do) naturally and spontaneously (lhun-gyis grub-par) all (thams-cad) the limbs (yan-lag), head, and other organs of the body as the maṇḍala (dkyil-'khor-du) of deities.

The latter has three parts, namely: a general teaching on the maṇḍala of seals which forms the spontaneous ground; a detailed exegesis of the maṇḍala of seals through which the path is actually attained; and a synopsis of the maṇḍala of seals according to the resultant supreme pristine cognition.
